Planning & Land Use

Land use and master development planning.

Land use planning sits at the core of the practice. Arch. Allí prepares conceptual land use plans and master development plans for cities, municipalities, estates, and special-purpose sites, and has assisted large local government units with comprehensive land-water-air-subsurface use plans, the expanded form of the comprehensive land use plan (CLUP), over the past fifteen years. Transportation facility and infrastructure planning engagements have included railway, airport, and reclamation projects of national scale.

Selected planning engagements, from the North-South Commuter Railway to New Clark City, are documented in his selected work.

Development Controls

Zoning ordinances and development control regulations.

Zoning gives a land use plan legal effect, and drafting it well is regulatory work as much as planning work. Arch. Allí formulates development control regulations for LGUs and national agencies, from zoning ordinances and special ordinances to legislative bills and building regulations, including the correct sequential application of comparative international, national, and local development controls. He helped prepare zoning and special ordinances for the Cities of Makati, Pasay, and Pasig, three of Metro Manila's central business districts.

  • Legislative bills, physical planning, and building regulations
  • Land-water-air-subsurface use plans for large LGUs
  • Comparative development controls application

No. 1096, the National Building Code of the Philippines, and continues to serve as an NBCP resource person for the DPWH and the DILG Local Government Academy.
